Scotland’s Redress Scheme: What support is available if you’re outside Scotland

If you experienced abuse while in care in Scotland, you may still be able to apply to Scotland’s Redress Scheme, even if you now live elsewhere in the UK or abroad.

We often speak to people who are unsure whether distance will make the process more difficult, or whether support is still available to them. The short answer is yes you can still access support, and you do not have to manage the process alone.

The scheme was introduced under the Redress for Survivors (Historical Child Abuse in Care) (Scotland) Act 2021 and is open to eligible survivors regardless of where they now live.

Do you need to live in Scotland to apply?

No. You do not need to be living in Scotland.

What matters is where the abuse took place, not where you are now.

Many survivors have moved elsewhere over time, sometimes to different parts of the UK, sometimes overseas. It is very common for people to have built their lives away from Scotland, and the scheme reflects that.

What does the process look like if you’re based elsewhere?

In practical terms, very little changes.

Applications are usually completed in writing, and communication is handled by phone, video call or email. There is no requirement to attend in person.

Once an application is submitted, it will still go through the same process:

  • initial checks by a caseworker
  • assessment by a panel
  • a decision and, where appropriate, an offer of redress

Timescales are similar too, with many applications taking a number of months to be assessed. While this can feel slow, it does mean you have time to approach things at your own pace.

What support is available?

There are different types of support available, and these can usually be accessed wherever you are based.

Redress Support Service

The Redress Support Service is open to anyone applying to the scheme, including those living outside Scotland.

Support is free and can include:

·        help understanding the process

·        practical support with completing the application

·        emotional support throughout

If you choose to access this service, you will usually have a Link Worker who acts as your main point of contact. They can work flexibly, including around time differences if you are overseas.

Access to records

If you need help finding records from your time in care, specialist services can support this.

Even if you no longer live in Scotland, support is available to help locate and request records from organisations such as local authorities or care providers.

Legal support

It is entirely your choice whether to involve a solicitor.

Some people prefer to complete the application themselves or with support from the Redress Support Service. Others feel more comfortable having legal guidance alongside them, particularly when decisions arise later in the process.
