Justice for Hesley Group survivors: why a fresh investigation matters

For families whose children were placed in the care of Hesley Group homes in Doncaster, the past few years have been deeply distressing. Allegations of widespread abuse, involving some of the most vulnerable children in society, have left lasting trauma and many unanswered questions.

Between 2018 and 2021, more than 100 children, many with learning disabilities and complex needs, are believed to have experienced abuse across three Hesley residential homes and schools. An independent expert panel in 2023 described this as “systemic and sustained”, with reports of physical violence, neglect, and degrading treatment. Many of the children affected were non-verbal, relying entirely on those around them to keep them safe.
Despite a five-year investigation by South Yorkshire Police, no criminal charges have been brought. It has since emerged that a full file of evidence was not submitted to the Crown Prosecution Service, and no formal request for charging decisions was made. For many families, this has added to a sense that their concerns have not been fully heard or properly investigated.

We believe there are serious questions about how the investigation was handled, and whether opportunities to pursue justice were missed. Given the gravity of what has been reported, we are calling for an independent police force to carry out a fresh investigation.
A renewed investigation is not simply about process, it is about trust. Families deserve to know that all available evidence has been considered carefully and impartially. Survivors deserve transparency, accountability, and the reassurance that their experiences are being taken seriously.

While compensation cannot undo what has happened, it can provide practical support for recovery and recognition of the harm caused. It can also play an important role in ensuring that lessons are learned and that failings are not repeated.
