Hundreds of children in Stoke-on-Trent were assessed as being at risk of exploitation between January and November 2025, according to a recent report from Stoke-on-Trent City Council.

The council received 496 Risk Factor Matrix (RFM) assessments during the period. The tool is used to identify children who may be vulnerable to exploitation, with cases categorised as vulnerable, suspected or evidenced exploitation. Almost two-thirds of referrals were assessed as vulnerable to exploitation, while 18.6% were classed as suspected exploitation and 8.3% as evidenced exploitation.

Criminal exploitation remains the most significant concern, accounting for 58% of referrals. Much of this related to drug-related activity and vehicle theft. Child sexual exploitation accounted for 27.5% of cases, with a further 14.7% involving concerns of both criminal and sexual exploitation.

The report also highlights that boys are almost twice as likely to be referred for exploitation risk assessments as girls. However, professionals have stressed the importance of remaining vigilant to the signs of exploitation in all children, particularly where indicators may be less obvious.

While teenagers continue to be most affected, increasing numbers of younger children are being identified as at risk. Almost 29% of assessments involved children aged 10 to 13, underlining the importance of early intervention and preventative work in schools.

The findings demonstrate the ongoing challenges posed by child exploitation and reinforce the importance of recognising warning signs at the earliest opportunity to ensure vulnerable children receive the support and protection they need.
