Between 1992 and 2013 organised child sexual exploitation (“CSE”) took place in Rotherham, South Yorkshire. The abuse became known to authorities around 1996 and investigations into this widespread abuse and the authorities’ failures are still ongoing.

In 2013 Rotherham Metropolitan Borough Council (“RMBC”) commissioned Professor Alexis Jay, a former chief social work adviser to the Scottish government, to undertake an independent inquiry into the abuse.  In 2014 Professor Alexis Jay published her initial report into CSE in Rotherham which found that authorities had failed to protect victims. The report estimates that 1,400 children were sexually abused in Rotherham between 1997 and 2013.

A further independent inquiry into whether RMBC covered up this abuse was led by Louise Casey, Director-General of the government’s Troubled Families programme. Her report highlighted a number of failings by RMBC and South Yorkshire Police.
